Information for U.S. Citizens Registering for the Warden System

There are U.S. Embassies in more than 160 capital cities of the world. Each Embassy has a consular section. Consular officers in consular sections of embassies have two primary functions:

1. To assist U.S. citizens abroad
2. To issue visas to foreigners

To help us assist American citizens in Cambodia, we ask that American citizens register with the U.S. Embassy in Phnom Penh. This makes it easier for consular officers to reach you in an emergency. You may register using the following service: Register Online.

What is the Warden Network?

The warden network is a system, which allows the U.S. Embassy to maintain communication with, and disseminate information to, the American communicy in Cambodia. The warden network is managed through the Embassy's consular section office. While warden networks have proven their value primarily in times of crisis or emergency, the network can also be used to pass more routine information of interest to U.S. citizens living in Cambodia. The warden network may also be used to pass urgent or emergency messages from family or friends in the U.S. to Americans in Cambodia.

To manage the vast amount of information, the warden system in Phnom Penh is divided into groups called zones. Some of these zones are geographical, based on where people live in the city of Phnom Penh and in the provinces. There are about 30 geographical zones in Cambodia. Some of the zones are functional, based on the organizations, schools and missions that people work for. We have about 50 functional zones in Cambodia. Each of these geographical and functional zones has at least one warden. A warden is an individual who volunteers to be the main contact person between the U.S. Embassy and the American citizens within their zone. In the event of an emergency or natural disaster, U.S. Embassy staff would contact these wardens who would in turn disseminate the information to American citizens within their zone. Our primary methods of communication are by e-mail, FAX, telephone, and hand delivery.

In order for the warden system to work, it is vital that we have your most current contact information. The easiest way to let us know about a change in address, telephone, or e-mail address is to send an e-mail to Warden System Manager at wardenpp@state.gov. Filling our the Registration Form:

Please provide us with the date you arrived in Cambodia.

Please let us know when you plan to depart. This is very important! If this date changes signifiantly we ask that you e-mail us at wardenpp@state.gov or FAX us at (885-23) 728-234 to let us know your new departure date.

Only one form is needed per family! The head of household should complete the front page and family members are to be listed on the second page.

Please list your employer in Cambodia. This is very important! If you change employers we ask that you e-mail us at wardenpp@state.gov or FAX us at (855-23) 728-701 to let us know the name of your new employer.

Please provide as much contact information as possible. Both residence and work addresses and phone numbers, FAX number, e-mail address as well as an alternate means to contact you.

Include all family members on page 2, including non-U.S. citizens.

Please provide emergency contact information for family or friends living in the United States. It is important that you provide telephone numbers as we would only contact them in the event of an emergency.
